Job Purpose

The Monitoring and Evaluation Officer will design and implement a robust Monitoring, Evaluation, Accountability and Learning (MEAL) system to ensure accurate data collection, analysis, reporting, and evidence-based decision-making. The role supports project performance, accountability, learning, and sustainable tourism outcomes while ensuring compliance with Enabel and European Union standards.

Key Responsibilities

MEAL System Development and Management

  • Design and maintain project monitoring and evaluation frameworks.
  • Develop and manage monitoring tools, databases, and reporting systems.
  • Ensure data quality, accuracy, consistency, and compliance with donor requirements.
  • Track project indicators and performance against targets.

Data Collection, Analysis and Reporting

  • Coordinate and supervise field monitoring activities.
  • Manage data collection processes and quality assurance mechanisms.
  • Analyze project data and generate actionable insights.
  • Prepare timely, accurate, and high-quality monitoring reports.

Strategic Advisory and Learning

  • Provide evidence-based recommendations to project leadership.
  • Support adaptive management and informed decision-making.
  • Facilitate learning reviews and knowledge-sharing initiatives.
  • Contribute to project planning and performance improvement.

Capacity Building and Partner Support

  • Strengthen monitoring and reporting capacity of project partners.
  • Train stakeholders on data collection, reporting, and results-based management.
  • Promote a culture of accountability, learning, and continuous improvement.
  • Support partners in utilizing data for decision-making.

Qualifications

  • Master’s Degree in:
    • Monitoring & Evaluation
    • Statistics
    • Economics
    • Development Studies
    • Tourism Management
    • Or a related field

Experience

  • Minimum 5 years of experience in Monitoring and Evaluation.
  • At least 3 years of experience in:
    • Data collection
    • Data analysis
    • Evaluation methodologies
  • Demonstrated experience in capacity building, mentoring, or training.

Technical Skills

  • Strong knowledge of:
    • Results-Based Management (RBM)
    • Monitoring and Evaluation frameworks
    • Data collection methodologies
    • Evaluation techniques
  • Proficiency in:
    • Power BI
    • SPSS
    • STATA
    • KoboToolbox
    • Similar data management and analytics tools
