Job Purpose

The Finance Officer is responsible for managing financial operations, accounting, reporting, treasury activities, budget planning, compliance, and service delivery within the Regional Service Centre Entebbe (RSCE). The role ensures adherence to UN Financial Regulations and Rules, IPSAS standards, and Service Level Agreements while providing financial leadership and oversight to support RSCE client missions.

Key Responsibilities

Financial Management & Reporting

  • Manage achievement of RSCE Key Performance Indicators (KPIs) and Service Level Agreements (SLAs).
  • Prepare and oversee monthly financial reports for client missions in compliance with IPSAS standards.
  • Ensure integrity of financial systems, controls, and reporting processes.
  • Analyze financial data and prepare management reports for decision-making.
  • Review and verify documentation supporting invoices and payment requests.

Treasury & Payments

  • Oversee vendor payments and processing of non-travel commercial invoices.
  • Manage treasury functions for payments originating from RSCE client missions.
  • Liaise with UN Treasury Headquarters regarding vendor and personnel payments.
  • Monitor cash flow requirements and house bank account balances.

Budgeting & Resource Planning

  • Support development of annual budget proposals and cost estimates.
  • Review and revise budget submissions and results-based budgeting inputs.
  • Participate in budget performance reporting and variance analysis.
  • Contribute to financing submissions for legislative and oversight bodies.

Team Leadership & Service Delivery

  • Plan, organize, supervise, and guide finance team activities.
  • Ensure high-quality outputs, reports, and service delivery standards.
  • Train and mentor staff within the service line.
  • Monitor compliance with financial regulations and operational procedures.

Compliance, Audit & Governance

  • Provide financial advice and interpretations in response to audits and reviews.
  • Ensure compliance with UN Financial Regulations, Staff Rules, Administrative Instructions, and IPSAS policies.
  • Recommend corrective actions and improvements to financial controls.
  • Act as an Approving Officer under Financial Rule 105.4.

Communication & Stakeholder Engagement

  • Support development of communication materials related to finance services.
  • Contribute content for finance-related intranet resources.
  • Collaborate with internal and external stakeholders on financial matters.

Qualifications

  • Advanced university degree (Master’s degree or equivalent) in Finance, Business Administration, Accounting, or a related field.
  • A first-level university degree plus two additional years of qualifying experience may be accepted in lieu of a Master’s degree.

Professional Certifications (Desirable)

  • CPA
  • ACCA
  • CIMA
  • CIPFA
  • Other recognized professional accounting qualifications

Experience

  • Minimum 5 years of progressively responsible experience in finance, budgeting, accounting, administration, or related areas.
  • At least 2 years of hands-on experience applying IPSAS, IFRS, or similar international accounting standards.
  • Experience analyzing financial data and preparing management reports.
  • Experience in UN field operations, international organizations, or NGOs in conflict/post-conflict settings is an advantage.
  • Experience using Business Intelligence reporting tools is desirable.
