Job Title: Associate Finance Officer
Duty Station: Entebbe, Uganda
Reports To: Service Line Manager (Accounts Payable or Accounts & Financial Reporting)

Job Purpose

Support the delivery of financial management, accounting, treasury, reporting, and compliance services for RSCE client missions by ensuring accurate financial transactions, adherence to United Nations financial regulations, and efficient management of accounting and payment processes.

Key Responsibilities

Financial Management & Accounting

  • Support the achievement of key performance indicators (KPIs) and Service Level Agreement (SLA) targets for the assigned service line.
  • Perform monthly and annual financial closing activities in Umoja ERP.
  • Analyze complex accounting transactions, travel claims, invoices, and entitlement matters and provide recommendations.
  • Review and reconcile open-item-managed accounts and resolve discrepancies.
  • Ensure accounting transactions comply with UN Financial Regulations, Staff Rules, and IPSAS requirements.
  • Review commitments for recommitment, adjustment, or cancellation as required.
  • Support maintenance and reconciliation of general ledger, accounts payable, and accounts receivable records.
  • Follow up on outstanding accounting issues to maintain accurate and reliable financial records.
  • Assist in preparing bank reconciliation statements.

Treasury & Payment Operations

  • Support treasury operations for payments originating from RSCE client missions.
  • Process staff entitlements, allowances, danger pay, daily subsistence allowances, mission subsistence allowances, volunteer allowances, and related payments.
  • Maintain and approve staff and vendor banking information.
  • Prepare payroll reports and respond to payment-related queries.
  • Process payroll-related transactions and electronic fund transfers.

Vendor & Accounts Payable Management

  • Support processing of commercial vendor invoices and payments.
  • Review invoice documentation for completeness and accuracy.
  • Process vendor payments through Umoja after validating supporting documentation.
  • Liaise with vendors, procurement teams, and technical units to resolve documentation issues.
  • Monitor payment timelines and ensure compliance with service standards.

Cash Flow & Compliance Monitoring

  • Assist in monitoring house bank account balances and transaction summaries.
  • Support cash flow planning and management.
  • Provide financial information and interpretations during audits and reviews.
  • Ensure compliance with UN financial regulations, policies, and procedures.

Qualifications

  • Bachelor’s Degree in Finance, Accounting, Business Administration, Public Administration, or a related field is required.
  • Technical or vocational certification in Financial Accounting is an added advantage.

Experience

  • Minimum two (2) years of progressively responsible experience in financial management, accounting, financial reporting, or a related field.
  • Experience within the United Nations system, international organizations, NGOs, peacekeeping operations, or post-conflict environments is desirable.
  • Experience in international financial management or accounting operations is an added advantage.
  • Knowledge of SAP, Umoja, or similar ERP systems is desirable.
