Job Purpose

Support the administration and processing of staff benefits, entitlements, payroll, onboarding, contract management, and separation activities for client missions and RSCE staff while ensuring compliance with United Nations Staff Rules, Regulations, and HR policies.

Key Responsibilities

Administration of Benefits & Entitlements

  • Process staff benefits, entitlements, allowances, payroll, and claims in accordance with UN regulations.
  • Administer payroll and benefits for international and national staff, non-staff personnel, and uniformed personnel.
  • Process contract extensions, leave entitlements, separations, and final payments.
  • Support onboarding, travel arrangements, settling-in grants, check-in/check-out, and repatriation processes.
  • Determine, certify, and process financial entitlements related to appointments, reassignments, and salaries.
  • Review and process claims and entitlement requests accurately and timely.
  • Monitor compliance with HR policies, staff rules, and financial frameworks.
  • Maintain HR records and entitlement data in Umoja.

Client Advisory & Support

  • Advise staff and stakeholders on benefits, entitlements, staff regulations, and HR policies.
  • Resolve HR-related queries and escalated cases through Umoja iNeed.
  • Promote a client-focused and collaborative approach to HR service delivery.

HR Administration & Reporting

  • Maintain HR databases, files, and records.
  • Prepare HR reports, statistics, and documentation.
  • Conduct research on HR-related matters and support report preparation.
  • Schedule meetings, monitor deadlines, and provide administrative support.
  • Train and guide less experienced staff where required.

Qualifications

  • High School Diploma or equivalent is required.
  • Completion of specialized Umoja HR Partner training and certification or similar training is an added advantage.

Experience

  • Minimum 5 years of progressively responsible experience in Human Resources, administration, or a related field.
  • Experience requirement is reduced to 3 years for candidates with a bachelor’s degree or higher.
  • Experience administering staff benefits and entitlements using HR systems such as SAP, PeopleSoft, Umoja, or similar ERP systems is desirable.
  • Experience applying UN or similar international organization Staff Rules and Regulations is desirable.
  • Experience working in a shared services environment supporting multiple countries is an added advantage.

Skills & Competencies

  • Strong knowledge of Human Resources policies, procedures, and practices.
  • Proficiency in SAP, Umoja, or related ERP systems.
  • Excellent organizational and planning skills.
  • Strong client service orientation.
  • Ability to analyze issues and recommend solutions.
  • Excellent communication and interpersonal skills.
  • Ability to work effectively under pressure and meet deadlines.
  • Strong record-keeping and reporting abilities.

Languages

  • English is required.
  • French is desirable.
