Job Purpose

Provide financial, accounting, payment processing, budget, and compliance support services to client missions served by the Regional Service Centre Entebbe. The role supports the accurate processing of financial transactions, payroll and non-payroll payments, budget preparation, financial reporting, and compliance with United Nations financial regulations and procedures.

Key Responsibilities

Financial Operations & Payment Processing

  • Process non-travel commercial vendor invoices and payments for RSCE client missions.
  • Verify completeness and accuracy of supporting documentation before payment processing.
  • Process vendor payments in Umoja after validating Purchase Orders, Goods Receipts, and Service Certifications.
  • Follow up on missing documentation and resolve payment anomalies.
  • Maintain records of pending cases and outstanding payment issues.
  • Respond to inquiries from vendors, procurement teams, and other stakeholders.
  • Monitor vendor open items and service performance indicators.

Payroll & Staff Entitlements

  • Prepare and process staff entitlements and allowances in accordance with UN regulations.
  • Process:
    • Danger Pay
    • Daily Subsistence Allowance (DSA)
    • Mission Subsistence Allowance (MSA)
    • Volunteer Living Allowance
    • Assignment Grants
    • Relocation Grants
    • Government Provided Personnel payments
    • Troop and Police Contributing Countries allowances
  • Create and approve payroll profiles in Progen.
  • Process final payments, recoveries, and withheld payments.
  • Release payroll and entitlement payments.

Budget & Financial Planning

  • Support preparation of annual budget proposals and cost estimates.
  • Review and analyze budget data for resource planning.
  • Contribute to Results-Based Budgeting (RBB) inputs.
  • Assist in monitoring expenditure against approved budgets.

Cash Management & Reconciliations

  • Verify bank transfers and imprest payments.
  • Prepare remittance requests and payment projections.
  • Perform reconciliations and analysis of financial transactions.
  • Maintain accurate financial records for audits and reporting.

Compliance & Internal Controls

  • Ensure compliance with:
    • UN Financial Regulations and Rules
    • IPSAS Framework
    • Administrative Instructions and Policies
  • Support audit readiness and compliance monitoring activities.
  • Maintain proper documentation and financial records.

Other Duties

  • Perform additional duties as assigned by the supervisor.

Qualifications

  • High School Diploma or equivalent is required.
  • Technical or vocational certificate in Finance, Accounting, or Audit is desirable.

Experience

  • Minimum 5 years of progressively responsible experience in finance, accounting, administrative services, or related fields.
  • Candidates with a Bachelor’s Degree or higher require a minimum of 3 years of relevant experience.
  • Experience processing payroll and non-payroll payments is required.
  • Experience with General Ledger postings, reconciliations, and financial transaction analysis is required.
  • Hands-on experience using SAP, Umoja, or other ERP systems is required.
  • Experience applying UN Financial Rules and Regulations or those of a similar international organization is desirable.
  • Experience working in a shared service center environment is desirable.

Languages

  • English is required.
  • French is desirable.
