Job Purpose
Lead and manage logistics operations for the Tilenga Project during execution and transition to production, ensuring safe, efficient, compliant, and cost-effective logistics support for drilling, construction, and production activities in a challenging remote environment.
Project Context
- Large-scale greenfield oil development in western Uganda.
- Production capacity of approximately 200,000 barrels of oil per day.
- Operations across 31 drilling pads, including locations within a national park.
- Extensive pipeline and interconnection network requiring temperature preservation.
- Multinational contractor environment.
- Compliance with Ugandan regulations and international oil and gas standards.
Key Responsibilities
HSE & Regulatory Compliance
- Promote and enforce H3SE standards across all logistics activities.
- Ensure logistics contractors comply with safety and environmental requirements.
- Monitor compliance with Ugandan laws, regulations, permits, and administrative requirements.
- Maintain relationships with relevant government authorities.
Logistics Planning & Strategy
- Define and schedule logistics requirements during project execution.
- Support development and optimization of logistics strategies.
- Contribute to logistics budgeting and cost planning.
- Ensure continuity between project execution and production operations.
Contract & Procurement Management
- Prepare logistics contracts and tender documentation.
- Conduct contractor prequalification, evaluations, and clarifications.
- Negotiate and manage logistics contracts and service agreements.
- Monitor contractor performance and service delivery.
Operations Management
- Support drilling, site preparation, construction, and production logistics.
- Establish and optimize logistics operational structures.
- Conduct logistics engineering studies and technical audits.
- Develop and implement logistics procedures and workflows.
- Manage supply planning, inventory, and stock control systems.
Budget & Cost Control
- Prepare and update logistics budgets and Project Cost Documentation (PDC).
- Monitor expenditures and ensure cost optimization.
- Support cost control and reporting activities.
Logistics Infrastructure
- Define technical requirements for logistics facilities and operations.
- Evaluate logistics systems and infrastructure for challenging environments.
- Implement tools and systems to improve logistics performance.
Qualifications
- Degree in Supply Chain Management, Engineering, Operations, or a related field.
Experience
- Minimum 15 years of operational and management experience.
- At least 10 years in the oil and gas industry.
- Strong background in logistics and procurement.
- Experience supporting onshore drilling and completion operations is an advantage.
- Experience in logistics engineering studies and logistics design.
- Experience managing subcontract and framework agreements.
- SAP/MM experience is highly desirable.
