EXTERNAL VACANCY ANNOUNCEMENT

The Public Procurement and Disposal of Public Assets Authority (PPDA) is established under the PPDA Act Cap 205 to develop standards and regulate procurement and disposal practices in respect of all Procuring and Disposing Entities which include Central Government Ministries and Departments, Local Governments, State Enterprises, Constitutional and Statutory Bodies and post primary training institutions.

The PPDA is seeking to recruit a qualified, competent and highly motivated Ugandan to fill the position of Senior Officer Planning, Monitoring and Evaluation.

1.SENIOR OFFICER PLANNING, MONITORING AND EVALUATION (1 Vacancy)

REPORTS TO:MANAGER PLANNING, MONITORING AND EVALUATION

DEPARTMENT:STRATEGY AND PLANNING

DEPARTMENT HEAD: DIRECTOR STRATEGY AND PLANNING

JOB PURPOSE

To assess the Authority’s performance against set Strategic objectives, initiatives and activities at regular intervals and recommend remedial action where milestones are not being met in line with the National Development Plan and the Authority’s Mandate.

DUTIES AND RESPONSIBILITIES

  • Collect data related to the performance of PPDA on all indicators.
  • Maintain and regularly update a data base on indicators pertaining to PPDA strategic initiatives
  • Prepare periodic reports for external stakeholders.
  • Updating government systems like the programme budgeting system (PBS) and NOP Monitoring and Evaluation System
  • Coordinate the annual budgeting process and development of work plans
  • Contribute to development of funding concepts and proposals.
  • Update regularly the PPDA risk management matrix.
  • Coordinate and participate in the follow up monitoring of Entities.
  • Undertake any other assignments as may be directed from time to time.

Requirements

PERSON SPECIFICATIONS

  1. a) Education
  • Honours Bachelors’ Degree in Statistics, Economics or any other related quantitative field and postgraduate training in monitoring and evaluation or project management.
  1. b) Experience
  • A minimum of four (4) years’ experience in planning, monitoring and evaluation in the public sector.
  1. c) Skills and Competencies
  • Excellent communication skills,
  • Proficiency in the use of Public Financial Management Systems like the Programme budgeting system and Integrated Bank of Projects,
  • Use of statistical analysis software (Stata, SPSS, R, N Vivo) and maintenance of relational databases,
  • Analytical skills,
  • Interpersonal skills,
  • Self-starter with ability to work under minimal supervision.
  • Team player, and
  • Highly organised with ability to multi task.
